4. Create a plan for effective and equitable distribution of treatments and vaccines

  1. Invest $25 billion in vaccine manufacturing and distribution plan to ensure that Americans can receive the vaccine cost-free

  2. Make sure that politics do not play a role in determining the safety of the people:

    1. Put scientists in charge of all decision on safety

    2. Publicly release any clinical data for any vaccine the FDA approves

    3. Authorize a career staff to write and a written report of public review and permit them to appear before Congress

  3. Ensure that everyone in America receives the protection and care they deserve

5. Protect Older Americans and Others at High Risk

  1. Establish a COVID-19 “Racial and Ethnic Disparities Task Force” to provide oversight on disparities in public health

    1. The end-game is to transition the Racial and Ethnic Disparities Task Force into a permanent “Infectious Disease Racial Disparities Task Force”.

  2. Create a Nationwide Pandemic Dashboard that Americans can check in real-time to gauge their local transmission activity

6. Rebuild, expand, prevent, and mitigate pandemic threats

  1. Restore the White House National Security Council Directorate for Global Health Security and Bio-defense

  2. Immediately restore our relationship with the World Health Organization

7. Implement mask mandates nationwide

  1. Experts say that if 95% of Americans wear masks, we can save almost 70,000 lives

    1. Biden will work with local and state governments to ensure that this mask mandate is followed throughout the Nation
